Marshall P. Mendez, President of Kairos Services, served 20 years in various management positions with the Office of Federal Contract Compliance Programs (OFCCP), the Federal agency responsible for enforcing affirmative action. He was Director of Operations for the Dallas OFCCP Region with direct responsibility for supervising all OFCCP District Offices in the five-state region when he left the public sector. Prior to forming Kairos Services, Inc., Mr. Mendez was Vice President for a large consulting firm responsible for all activities related to affirmative action program development and implementation, EEO investigations, compliance audits, training and other program development. Mr. Mendez is on the board of the National Industry Liaison Group, an organization that fosters open communication between Federal Contractors and the OFCCP, and partners with the OFCCP in educating and promoting voluntary compliance throughout the country.
Norma Brito serves as Kairos’ Chief Operations Officer and oversees all Affirmative Action Services provided to Kairos clients.  Additional responsibilities include marketing, public relations, administration, as wells as both external client training and internal specialist training. 

Norma’s prior work experience includes both private industry and U.S. Department of Labor management experience.  Her private industry experience includes work at a director level and a professional trainer.  Norma graduated cum laude from Texas State University with a Bachelor’s degree in journalism and business administration.  Her Masters is in Counseling & Guidance.

Norma has made presentations to the San Antonio, El Paso and Waco ILGs in addition to presentations at SWARM Regional and National ILG Conferences.  Norma presented “Things You Wanted to Know About AAP’s but Were Embarrassed to Ask” at the 2008 SWARM Conference in Dallas and received the second highest ratings of the conference.  Norma is a member of the Austin, Waco and San Antonio Industry Liaison Groups.

Nicolas Paul, Kairos’ Director of Operations, is responsible for directing Kairos’ staff in the preparation and implementation phases of Affirmative Action Programs for Kairos clients. Additionally, Mr. Paul is responsible for the development of continuing education for Kairos’ staff and provides technical assistance in EEO and affirmative action to Kairos clients. Serving previously as a Project Manager and Affirmative Action Specialist for Kairos, Mr. Paul has assisted contractors through both the development and implementation phases of effective workplace compliance strategies in Affirmative Action and Equal Employment Opportunity.

Prior to joining Kairos, Mr. Paul served as a team and squad leader with Special Operations’ 3rd Ranger Battalion, 75th Ranger Regiment in Operation Enduring Freedom in Afghanistan and Operation Iraqi Freedom. Mr. Paul graduated Summa Cum Laude from the University of Texas at Dallas. Speaking from his first-hand experience as a disabled combat veteran, Mr. Paul regularly presents compliance strategies to Federal Contractors covering new and forthcoming regulatory changes at local, regional and national ILG Conferences. Mr. Paul is a member of the North Texas Industry Liaison Group which covers the Dallas-Ft. Worth area.

Christie Hermann, Kairos’ IT Project Manager, brings 20 years of experience as an entrepreneur in the fields of IT and government compliance. Ms. Hermann’s wide business experience and extensive education brings a wealth of knowledge to Kairos. In addition to preparing and reviewing AAPs and training AAP specialists, Ms. Hermann is responsible for process improvements and assists with marketing.
Elizabeth M. Laiche is the former OFCCP District Director of the New Orleans District office and Little Rock OFCCP Area Office. She has extensive experience in the field of equal employment opportunity and affirmative action in the workplace. Ms. Laiche has extensive experience conducting compliance evaluations of federal contractors as well as providing technical assistance, training and audit support. Ms. Laiche is a member of the New Orleans Industry Liaison Group.
Shirley Thomas Hogan served 23 years in management as well as compliance officer positions with the OFCCP. Shirley’s last OFCCP position was as the Assistant District Director of the Dallas OFCCP District Office. Shirley provides a full range of affirmative action services to Kairos customers and also serves as a reviewer, auditor and trainer.
Jennifer McAlister Kairos' Reports/Special Projects Manager, is responsible for accepting/assessing/formatting data for preparing affirmative action programs as well as filing VETS and EEO-1 reports. Mrs. McAlister is also responsible for a variety of special projects such as data collection reports, evaluations, eLearning, and reviewing websites for accessibility.

Mrs. McAlister's prior work experience includes outcome based program design, process implementation, evaluation design, leadership training, policy implementation and service on numerous state/national professional development boards and committees. Mrs. McAlister earned a Bachelor's degree from Stephen F Austin State University and a Master's degree in Adult Education and Distance Learning from the University of Phoenix.

Martha Dawson serves as a Senior AAP Specialist with expertise in dairy, beverage, training/rehabilitation services, and medical/health care industries. Her experience and knowledge of employment and training programs and her government background are invaluable assets in providing affirmative action and EEO services to our clients.
LaCrecia LeStourgeon is an AAP Specialist specializing in data preparation and analysis as well as preparing AAPs. LaCrecia’s past experience in the engineering, health services and construction fields is serving her well in preparing plans for these and other industries. LaCrecia is Kairos’ liaison to the burgeoning San Antonio Industry Liaison Group.
Jacob Wittig, from the Law Offices of Jacob Wittig, provides legal services to Kairos clients in the areas of affirmative action and equal employment opportunity. He has a distinguished legal career having served as a Texas Assistant District Attorney and as a litigator. Mr. Wittig has a background in public policy having worked and interned as a staff member in the U.S. Senate, U.S. House of Representatives, and for a former U.S. President.
